Transportation Planner/GIS Tech. (PBMPO)

Summary: The Permian Basin MPO seeks a creative, knowledgeable and achievement-oriented individual to contribute to the growth and success of our regional transportation planning practice in the Permian Basin. The position is immediately available in the Midland, Texas, location and will involve interaction with transportation stakeholders in Midland, Ector and Martin Counties as well as the cities of Odessa and Midland.


The successful candidate will serve as a Transportation Planner/GIS Technician in coordination with Permian Basin-MPO principals. Under the supervision of the MPO Director, this person is responsible for numerous aspects of GIS, transportation planning, data collection and data management. This position also includes travel demand modeling, statistical analysis, and graphic illustrations.

Essential duties and responsibilities may include, but are not limited to, the following:


  • Compiles data for various report by collecting demographics, traffic-related data, census information and other types of statistics.
  • Develops and maintains GIS database using ESRI ArcGIS.
  • Assist in the preparation and compilation of transportation plans and programs.
  • Maintains the MPO GIS files, databases and spreadsheets.
  • Develops visual aids in the form of maps, renderings, diagrams and charts to help communicate complex planning concepts.
  • Monitors federally and locally funded transportation projects to ensure they are consistent with MPO plans and programs.
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.


 Minimum Qualifications:

Education, Training & Experience Guidelines:

  • Bachelor's Degree is preferred from an accredited college or university in Transportation/Urban Planning, Business/Public Administration or a related field.
  • Two (2) years of GIS training or work experience or equivalent in municipal or other public/private agency work environment is preferred.

License and certification requirements: A valid Texas Driver's License is required.

 Physical demands and working environment: Work is performed in a standard office environment, with occasional site visits. Employee will sometimes be required to work outside of business hours, which are M-Thursday; 8-7., with some travel involved, while using their own vehicle.
