HVAC Technician

Summary: Under basic supervision, installs, maintains and repairs heating/ventilation/air conditioning (HVAC) equipment and components; performs work according to Building Services Department (BSD) work orders, equipment specifications and state technical codes.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Repairs, maintains, and replaces HVAC systems in accordance with BSD) work orders, equipment specifications, and state technical codes; makes appropriate decisions based on work experience.
  • Installs, maintains, and repairs HVAC equipment, components, controls, and power systems; inspects and monitors HVAC systems to identify operational problems.
  • Evaluates work orders, and identifies materials and equipment required; performs maintenance and repairs within scope of authority, and in accordance with all safety regulations and BSD procedures; notifies supervisor of safety hazards, equipment problems, and emergency situations.
  • Supports the departmental operations with regular and timely attendance.
  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
  • Subject to after hour calls.

 Minimum Qualifications:

 Education, Training and Experience Guidelines:

  • High school diploma or GED required
  • Four years of HVAC and building maintenance experience, preferably with City of Odessa. An equivalent combination of education, training, and experience may be substituted for 4 years of experience.

 Knowledge of:

  • City safety rules and regulations, occupational hazards, and safety precautions.
  • Methods, equipment, and tools used in installing, repairing, and maintaining HVAC systems

 Skill in:

  • Operating and maintaining tools and equipment in a safe and effective manner.
  • Following verbal and written instructions and procedures, and BSD safety standards.
  • Establishing and maintaining cooperative working relationships with co-workers.
  • Communicating effectively verbally and in writing.


License and certification requirements:

  • A valid Texas State Driver's License is required
  • Air Conditioning and Refrigeration Technician certification from Texas Department of Licensing and Regulation is required
  • Environmental Protection Agency (EPA)-Level 4 Technician Certification is required within One (1) year of employment.
  • Journey level experience in skilled building trades is preferred.
  • Appointment will be conditional upon successful completion of FBI criminal background fingerprint check in accordance with Criminal Justice Information System (CJIS) standards.

Physical demands and working environment: Work is performed in City facilities; requires ability to bend, reach, stoop, and lift objects; may be exposed to safety hazards and dangerous tools and equipment. City approved safety shoes must be worn.
