Department: Utilities/Lab Reports to: Laboratory Manager


Summary: Collects field samples and performs field testing in the water distribution system.


Scope of Responsibility Conducts sampling, field testing, reporting, and maintenance activities in water distribution system. Performs duties in accordance with strict Environmental Protection Agency (EPA), Texas Commission on Environmental Quality (TCEQ), and National Environmental Laboratory Accreditation Program (NELAP) regulations.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Collects total coliform drinking water samples around the city to comply with the TCEQ Total Coliform Rule.
  • Coordinates with engineers to collect water line construction samples.
  • Collects various other samples around the city to meet other regulatory requirements.
  • Picks up shipped samples from the bus station and transports samples to and from other locations.
  • Calibrates and maintains field meter for pH, free chlorine residual, total chlorine residual, nitrite, monochloramine, and free ammonia analysis in the field.
  • Performs LuminUltra ATP analysis of field samples to determine total microbial content as part of our TCEQ required Nitrification Action Plan.
  • Performs maintenance and conducts troubleshooting on field spectrophotometers.
  • Maintains inventory of sampling and testing supplies and informs management when chemicals/supplies are needed.
  • Maintains sample collection sites in the distribution system.
  • Performs proficiency testing and demonstrations of capability for pH, free chlorine residual, and total chlorine residual.
  • Participates in internal audits with supervisory personnel and Quality Assurance Officer.
  • Tracks chemical lot numbers and equipment serial numbers for quality assurance.
  • Completes reports associated with job activities.
  • Maintains records required by the TCEQ.
  • Follows all applicable standard operating procedures.
  • Enters data into computer spreadsheets and performs calculations where necessary.
  • Supports the divisional operations with regular and timely attendance.
  • Interacts with potentially irate citizens during sample collection.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines:

  • Minimum of a high school diploma or GED required.
  • Two (2) years' experience in a field related to water maintenance/sample collection/field testing preferred.
  • Experience working with field spectrophotometers preferred.

Knowledge, Skills and Abilities:

  • Ability to read, write, understand, and follow oral and written instructions in English.
  • Good knowledge of procedures, parts and equipment used in testing.
  • General knowledge of computer programs and their use.
  • Ability to accurately enter data into computer.
  • Must use proper aseptic technique for collection of samples.
  • Ability to perform simple arithmetic. Possess skill in the use of specialized tools and equipment used in testing.
  • Ability to deal effectively with co-workers and supervisors.
  • Ability to remain calm and professional while dealing with irate citizens.
  • Thorough knowledge of and ability to follow safety procedures. Works a forty (40) hour work week, normally Monday through Friday.

License and certification requirements: Valid Texas "C" Driver License. Obtain Class "D" Water Certification from TCEQ as soon as practical and in no case later than six (6) months from being hired. Obtain Grade "C" Water Certification from TCEQ within three (3) years of receiving Grade "D" Water Certification.


Special Requirements: Will be exposed to acids and other hazardous chemicals. Will be exposed to wastewater samples with unpleasant odors and unknown characteristics. Must be able to stand for long periods of time and lift approximately fifty (50) pounds. Cannot be color blind. Some afterhours work may be required.
