Position Summary: Oversees the personnel, budget, facilities, and equipment of the organization providing public works administration and operations divisions. Follows complex instructions and implements policies at the working level.  Exercises judgment in planning, relative to operations. Prepares budgets and provides administration and oversight of expenditures. 

Scope of Responsibility: Administers the activities of the various divisions of the Public Works Department.  Under general supervision, implements policies and instructions to ensure effective service delivery on the part of the organization. Performance is reviewed to ensure consistency with policies and standards. 

Principal Duties/ Responsibilities: 

  • Administers the operations and maintenance of the Public Works Divisions
  • Prepares, implements, and monitors annual budget.   
  • Develops, administers and updates procedures and policies with the goals and objectives provided by the City, Department and Department Director to the positive effect of safety, customer service, sound business practices, and cost efficiency. 
  • Organizes the work flow of the divisions to accomplish operations objectives and makes necessary changes in structure, methods, and procedures to accommodate changes in work patterns, work emphasis, and staff capability
  • Establishes, implements, and communicates divisions' goals and objectives to ensure coordination of divisions' goals with department goals. 
  • Develops and coordinates the divisions' operations and programs; establishes broad priorities and work sequences; allocates equipment, material, and manpower; develops work standards and issues procedures and policies. 
  • Coordinates operations with other departments, divisions, and outside agencies in order to accomplish the goals of the divisions and department, conserve operating costs, and ensure excellent customer service. 
  • Reviews work of subordinates, consultants and contractors to ensure high quality and/or acceptable costs and work.
  • Develops and implements programs related to the maintenance and upkeep of the Streets, Traffic, Drainage, Sanitary Waste Collection and other functions of the Divisions of the Public Works Department. 
  • Develops methods for tracking and conducting all operations and maintenance activities of the divisions. 
  • Provides supervisory oversight to divisions' personnel including hiring, training, developing, counseling, assigning and monitoring work, and evaluating and disciplining subordinate staff. Communicates department/division goals to employees and whenever possible, solicits employee participation in the development and completion of these goals. 
  • Provides equipment, training, and procedures necessary for worker safety
  • Investigates and resolves customer complaints. 
  • Supports the departmental operations with regular and timely attendance. 
  • Must have and maintain a cell phone for City use to hold this position. 
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned. 


Education: Degree in engineering or related field desirable. Combination of education and experience equivalent to a bachelor's degree will be considered. 

Experience: Eight years increasingly responsible experience in water distribution and wastewater collection systems, construction, and maintenance, at least three years of which should be in a supervisory capacity

Certification: Valid Texas "C" driver license. 

Knowledge, Skills and Abilities: Considerable knowledge of administrative, operations and project management, procedures, and methods of sound fiscal and personnel management. Strong verbal, writing and math skills. Ability to deal effectively with the public and other City departments. Ability to develop and make presentations to councils, boards, organizations, public and media.  Proficient in the use of computers and mapping systems
