Serving as a regional partnership among the United States Department of Transportation, Texas Department of Transportation, transit agencies, elected leaders, local planning and development staff and the community across the three-county planning area, the MPO leads in the development of the region's short and long-range transportation planning efforts.  The MPO also participates in the continuing discussion about issues such as land use, economic development, resource preservation, safety and security and health as they relate to transportation planning.  The Permian Basin Metropolitan Planning Organization (MPO) is the federally-designated transportation planning agency for the approximately 600 square miles and more than 275,000 people in the Metropolitan Area.

Summary: The Permian Basin MPO seeks a creative, knowledgeable and achievement-oriented individual to contribute to the growth and success of our regional practice in transportation planning for a 3 county area.The position is immediately available in the Midland,TX location and will involve interacting with public transit principals and personnel in this and other offices.

The successful candidate will serve as a Transportation Planner/GIS Technician in coordination with Permian Basin-MPO principals. Under the supervision of the MPO Director, this person is responsible for all aspects of GIS, transportation planning, data collection and data management. This position primarily focuses on travel demand modeling, statistical analysis, and graphic illustrations.

Essential duties and responsibilities may include but are not limited to the following:

  • Compiles data for various reports by collecting demographics, traffic-related data, census information and other types of statistics.
  • Use of TransCAD software.
  • Develops and maintains GIS database using ESRI ArcGIS.
  • Assist in the preparation and compilation of transportation plans and programs.
  • Maintains the MPO GIS files, databases and spreadsheets.
  • Understands the techniques that foster transit ridership through links with land development.
  • Develops visual aids in the form of maps, rendering, diagrams, and charts to help communicate complex planning concepts.
  • Monitors federally and locally funded transportation projects to ensure they are consistent with MPO plans and programs.
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training & Experience Guidelines: Bachelor's Degree is preferred from an accredited college or university in Transportation/Urban Planning, Business/Public Administration or a related field AND two (2) years of work experience in municipal, transportation/transit planning is preferred.

Physical demands and working environment: Applicants shall also prove the ability to operate a motor vehicle; must posses a valid Texas State Driver's License. Work is performed in a standard office environment with occasional site visits. Employee will sometimes be required to work outside of business hours, which are  Monday- Thursday; 8am-7pm with some travel involved, while using their own vehicle.
